JOHANNESBURG (AP) - The African National Congress and the Inkatha Freedom Party failed yesterday to clear the way for peace talks between their leaders, Nelson Mandela and Mangosuthu Buthelezi, but said they would try again to resolve their differences.

The investigative Goldstone Commission criticised the two black organisations on Monday for failing to stop violence and not encouraging tolerance.
