LONDON - President Bill Clinton said it was 'virtually imperative' that the UN Security Council consider sanctions against North Korea, but he said they should not be considered an act of war. The President said he did not want 'sabre-rattling' over the North Korean nuclear issue, and that the North Koreans still had a chance to allow international nuclear inspections. AP
