Kazakhstan's parliament voted yesterday to disband and let President Nursultan Nazarbayev rule the oil-rich Central Asian nation by decree until new elections in March, AP reports from Alma-Ata. The resolution would take effect next week after deputies vote on the Nuclear Non-Proliferation Treaty.
