Patten steams on with people power

The Governor, Chris Patten, pressed ahead with reforms, publishing the second phase of a package extending voting rights to 2.7 million people, AFP reports from Hong Kong. The move came 24 hours after the Legislative Council approved the first phase in the teeth of Chinese opposition.
