Rebel forces appeared to have the upper hand in fighting in Rwanda despite an army counter-offensive, and more than 700 orphans and abandoned children were evacuated from the southern city of Butare, Reuter reports from Kigali. The International Committee of the Red Cross chief delegate in Rwanda, Philippe Gaillard, said the children were driven out of Rwanda in convoys on Sunday and Monday night and were now in Bujumbura, the Burundi capital.
