HOME buyers who would like to be green often cannot afford the insulation and special materials. But a new estate in east London boasts low costs and ecological correctness. Buyers from Tower Hamlets' waiting list paid from pounds 39,600 for a one-bedroom flat to less than pounds 80,000 for three-bedroom houses in Bethnal Green - 30 per cent less than normal market values.
