THE State Council, France's highest administrative court of appeal, yesterday overturned a ruling which has prevented extension work at the Roland Garros stadium in Paris. The scheme, which was opposed by local residents who claimed that the land was classed as 'natural space' and could not be built on, proposed a new 10,000-seat No 1 court.
