JUAN ANTONIO SAMARANCH, president of the International Olympic Committee, indicated yesterday that there would have to be changes in the expensive process of deciding which cities host the Games. At present, all 91 members of the Committee vote. Samaranch, in Sydney to inspect its bid for the 2000 Games, said the IOC might have to limit the vote to its 11-member Executive Board.
