POLITICAL success these days depends more on hype than on good ideas. I would suggest, however, that only individuals be allowed to contribute to any sort of political fund, and that no individual should be allowed to contribute or lend, in any one year, more than a quarter of the average income for the country.

That should help focus party leaders' attention on their membership with, one would hope, the livelier branch meetings Neal Ascherson advocates.
