Sir: Who is responsible for the deaths and injuries in Docklands last Friday? Clearly, the IRA bears the heaviest load of guilt; however some blame must be put upon the city architects and planners who, in this age of urban terrorism (what city in the world remains untouched?), persist in the use of apparently unstrengthened sheet glass. A self-adhesive sheet of plastic is probably all it would take to protect hundreds of people from serious injury.

Might we see legal action, given the failure to learn from the previous explosions in the City of London?
