From Professor Hugh Brayne and Dr S. P. Calloway

Sir: We would like to suggest a way out of the impasse that has led to the breakdown of the peace process in Northern Ireland.

The Unionist leadership might reconsider their understandably cautious approach to all-party talks if they had a mandate from the people they represent.

Our proposal is for a referendum in Ulster that simply puts the question: should there be all-party talks along the lines suggested by the Mitchell Commission?

Yours faithfully,
