HAVING written to the Prime Minister, the Chancellor, John Patten (who is my MP), Baroness Chalker and the leaders of the two main opposition parties with regard to the Treasury's previous and insensitive proposal to reduce the British overseas aid budget by up to 15 per cent, I now wish to declare publicly my deep sense of shame over the fact that our Government could countenance such a heartless measure while up to 40 million people face the grim prospects of drought, famine and epidemic disease in East Africa and elsewhere.
