Letter: Summer riots
Sir: As is traditional in the aftermath of upheaval in the inner-cities, ministers insist that urban rioting has nothing to do with levels of poverty. It must be a coincidence, therefore, that all the summer riots this year, like the ones in years past, have taken place on deprived inner-city housing estates.
