Letter: The debate over Maastricht
Sir: Now that sufficient dissatisfaction with the Maastricht form of European union is emerging, might it not be a time to hold a forum concerning the future of a more united Europe with all parties concerned?
The Council of Europe would be the obvious forum for this debate, and by promoting such a development would fulfil the aim of its founders, and of those such as Vaclav Havel, who told the Conference on European Confederation (Prague, June 12-16, 1991): 'The Council of Europe could at the same time become the political, legislative and (so to speak) philosophical centre of the confederating Europe.'
