Sir: Is Kenneth Baker, the former Home Secretary, who has today been found attempting to put himself above the law, the same Kenneth Baker, former Secretary of State for Education, who put this country in breach of the International Labour Organisation Treaty by the enactment of the Teachers' Pay and Conditions Bill?
