A SECOND enforcement notice is about to be served on Time Life International, the magazine publisher, by Westminster City Council, for its removal of a sculpture and clock from its Bond Street headquarters. The council has already served enforcement notices on Time Life in connection with its removal of a Henry Moore sculpture and Ben Nicholson painting. It claims the artworks are an integral part of the building, designed in 1952 by Michael Rosenauer. Time Life argues that the artworks were commissioned and paid for by it in the Fifties, when it moved into the building, and are not the property of the building's owners, Pearl Assurance. An appeal against the removal of the artworks will be heard in March.
