Woody Harrelson and Oren Moverman, the star and the director of the 2009 US Army drama The Messenger, reunite for a stylish police drama, co-written by James Ellroy, about an LAPD veteran who breaks at least as many laws as he enforces.
They've created a memorably monstrous anti-hero, but then the storytelling dissipates into trippy incoherence, which is frustrating in a film inspired by a specific police corruption scandal.
