A doctor (Hilary Swank) rents an apartment in an otherwise empty New York building, but comes to suspect that she's being spied on, perhaps by her landlord (Jeffrey Dean Morgan).

Of course, if she was really worried she'd move out straight away, so the danger-level is kept tediously low until the inevitable grand finale when the voyeur attacks her. It's like 10 minutes of Psycho dragged out to feature length.
