Sir: The whinings of the Home Office minister George Howarth in relation to the Chief Inspector of Prisons ("Minister says prisons chief misled MPs", 21 July) really ought to be seen as a compliment to Sir David Ramsbotham, who has opened to the bone the failings of our penal system. The Chief Inspector's statement that there were up to ten drug dealers in every prison coincides exactly with my own experience of serving 20 years in 62 of Britain's penal establishments.
