Sir: There is nothing new in the suggestion that the UK, like the US, should have regional time ("Archer wants time zone for Celts," 24 September). Liverpool set its clocks 12 minutes behind Greenwich until 1847, when councillors resolved to adopt GMT. But in other respects they were ahead of London - for by 1854 a public electric (!) clock had been installed in Castle Street.
