Sir: I also received a leaflet about the National Cycle Network (letter, 3 May). We too have a network for cyclists on the pavements.
The police, when asked why they will not impose the fixed penalty for this offence, say the Association of Chief Police Officers has yet to advise them how to use this penalty (and they don't know when it will!), that "cycling prohibited" notices would be needed before they could impose fines, and that they do not wish to discourage an environmentally friendly practice such as cycling (on pavements?).
Local councillors refer you to the police.
So cyclists on pavements know that the worst they can expect is a warning. Have any readers been involved in an accident on a pavement, caused by cyclists? Who, of course, are not insured.
