Sir: Doesn't the Prime Minister know that almost all surveys of management show job satisfaction to motivate more highly than salary?
Especially will this be true in a person business like education. Higher salary will inevitably be divisive if paid selectively.
Helping teachers improve their competence by learning from best practice would be a better use of the money and raise self-esteem, a vital condition for job satisfaction.
