Sir: Your headline, "Passports Minister punished in Straw's reshuffle" (31 July), was a surprise to me. It was certainly not put to me in that way and it is a nonsense to regard a move from responsibility for immigration to the job of driving forward the Government's constitutional reform as a "punishment". I was delighted to have been asked to take on my new brief.
