Sir: I was astonished by your leading article's bald assertion that a reformed Upper House "should be half elected and half appointed by an independent body". (28 September.) What possible grounds are there for a non-elected component? Who would decide the composition of the "independent body" entrusted with this task? Can you name any other democratic country which organises its legislature in this manner? All democrats should actively oppose any such descent into deference politics.
