Sir: The Treasury states that because of "wide margins of error, year 2000 effects are excluded from the pre-Budget report forecast" ("Troops on stand-by for 2000 bug chaos", 5 November). Is this not like meteorologists saying that, because of uncertainty about its destructive force, Hurricane Mitch has been excluded from their weather forecasts?
