Sir: We should be told who it was that allowed publication in the media of a map of Kosovo divided between the major Nato powers, an almost unbelievable insult to Russia, a major power whose aid was vital in securing the cessation of hostilities. Under the circumstances, I find the Russians' subsequent actions understandable.
If it never occurred to Nato planners that Russia could move forces swiftly from Bosnia to Kosovo, then military intelligence is, indeed, an oxymoron.
