Sir: You report that the war in Kosovo has cost some pounds 3.5bn spent on weapons so far and will cost many times that amount to put right the destruction caused. Perhaps if we dropped bombs containing a fraction of this sum in dollar bills and pound notes with a note promising more when Slobodan Milosevic is handed over to the War Crimes Tribunal, much suffering and death could be averted at much less cost than the present atrocious counter- productive policy.
