A Government scheme to help former council tenants who bought their own flats but cannot resell them has been criticised as unworkable by the Association of London Authorities.

The association fears the scheme will allow owners to move out of their current homes only if the local authority can provide them with another council home, which they would be expected to buy at market value, leaving them with a much higher future mortgage.
