Lord Armstrong's comment that "If he [Tim Clifford] needs to be controlled, then I shall have to learn how to do that" is revealing. We now know for certain what was the real reason behind Mrs Esteve-Coll's unexpected appointment to the post, and also who is really responsible for the tragic decline of a great institution. All over the country Lord Armstrong's bureaucratic brethren are seeking to control professional matters of which they have, at best, only a superficial knowledge. Am I alone in finding this frightening?
