Neal Ascherson (26 October)fails to notice that decisions taken about the new Scottish Parliament before it meets for the first time are a continuation of the bureaucracy which the parliament is to supercede.
The election of Scottish Members of Parliament is all that is needed: once elected they should make all the decisions about the site and the procedures. They will be held to account by the people of Scotland. This is the essence of the new democracy.
