Large-scale recycling of paper and other wastes can increase consumption of renewable resources and fossil fuels, and worsen air pollution, according to a study by the International Institute for Applied Systems Analysis. The Institute wants to see more emphasis on the minimum use of resources and the reduction of pollutants.
