CHELSEA Building Society is launching Base Rate Plus, which guarantees to pay a gross interest rate two points above the bank base rate until 2 January 1994. This means a return of 8 per cent gross at present. If the base rate falls before next January the rate will remain at 8 per cent. The minimum investment is pounds 5,000.
