A free 60-page guide to bargaining over the price of goods and services is available from all TSB branches. Until 2 September the bank is also offering loans to car buyers at 15.9 per cent APR for sums above pounds 5,000 and 17.9 per cent APR for loans between pounds 2,000 and that amount - and is not expecting borrowers to bargain over the rates.
