ADMIRAL Bobby Ray Inman withdrew his nomination as Defense Secretary yesterday, astonishing political circles in Washington and dealing a severe blow to President Bill Clinton. The former intelligence chief, who was to replace Les Aspin at the end of the month, blamed press criticism and said he was the victim of modern McCarthyism. His nomination had been generally well received in Congress and the media. There is no obvious replacement.
