Rupert Allason, the Torbay MP who apologised for abstaining in Friday's confidence motion votes, had the Tory whip suspended last night, on the eve of a three-month Commons summer break - a smack on the wrist that will neither frighten diehard rebels, nor satisfy loyalists hunting bigger game.
