ON 22 MAY the foreign ministers of the United States, Russia, Britain, France and Spain issued a communique on Bosnia. Among its terms were:

Humanitarian assistance: We will continue providing humanitarian assistance to Bosnia.

Safe areas: The concept of 'safe areas' in Bosnia could make a valuable contribution. The United Kingdom, France and other nations already have troops serving with the United Nations forces in the 'safe areas'.

The Russian Federation is considering making forces available in Bosnia. The US is prepared to help to protect UN forces in the event they are attacked.
