A CONTROVERSIAL plan to allow artists to share in the resale price of their work may go to the Helsinki summit of EU heads of government this week, after British resistance staved off a deal yesterday.
Last night's discussion broke up without an agreement after the Government suggested that the measure should apply only to living artists, and not, as planned, to their heirs for 70 years after their deaths.
That idea was rejected by a number of member states but a series of new compromise plans emerged which the Government said it would study.
