Boost for South Bank plan

A pounds 75 million Lottery bid to cover London's South Bank Centre with a Richard Rogers glass canopy is being backed by the Arts Council, but the hurdle of available funds remains, the Council's chairman, Lord Gowrie, said.

The Arts Council is asking Culture Secretary Chris Smith for an "advance" on its Lottery cash so it can give the project the green light without stalling other new applications.

Philosophical SBC bidders hailed the Arts Council's "resounding endorsement" of the project.

"We are much further forward than we were before."
