Many companies offering homes for rent under the Business Expansion Scheme are buying up unsold or repossessed houses, according to a report by the Joseph Rowntree Foundation. Eight out of 72 new housing companies launched under the BES in the 1990-91 tax year were 'predators', buying repossessed houses at auction or in bulk from builders who could not sell.
