MICHAEL GREEN, the overlord at Carlton Communications, is nothing if not politically adept.

During the run-up to the award of the last television franchises, Green made a pounds 15,000 donation to Tory party coffers. His Carlton bid for the London weekday franchise was successful.

Now I hear he has been stalking in Scotland with Lord Astor, the Heritage minister with a special interest in, er . . . well, broadcasting. What can it mean?
