STATE-RUN oil industries in the Gulf should be opened up to private investment so they can make the investments necessary for an expected increase in world demand, a senior Gulf official has recommended. Abdullah al-Quwaiz, the Gulf Co-operation Council's assistant secretary general for economic affairs, said member states did not have enough money for projects to boost oil and gas output and refining capacity.
