Qantas Airways, the Australian flag-carrier, appeared to have fallen into foreign hands last night as it emerged that 51.4 per cent of its shares could be held by overseas investors. Qantas executives said they believed that foreigners now own more than the 49 per cent permitted by the Australian government.
