Philippine President Fidel Ramos has issued an executive order liberalising the government's international and domestic aviation policy.

The new policy will allow a second Philippine carrier to be designated as official flag carrier along with loss-making Philippine Airlines.

PAL will also face greater competition on its domestic operations through the encouragement of a second carrier for each route.
