AN unexpected rise in personal savings has thrown doubt on the likelihood of recovery in the near future, because it shows there is still strong public resistance to consumer spending. According to Government statistics, the savings proportion for the third quarter of 1992 was 12.3 per cent of personal income, compared with 11.4 per cent in the first and second quarters.
