Players on Russia's stock market said some commercial banks were refusing to make hard currency payments for equity purchases from brokerage houses, citing a controversial foreign exchange ruling.
In yet another sign of the confusion on Russia's unregulated share markets, brokers quoted the Russian National Commercial Bank and several others as saying the central bank would reactivate forex rules dating back to 1991 and requiring special permission for all deals involving hard currency.
