Dog-fouling law comes closer

Parking ticket-style fines for dog owners whose pets foul pavements came closer yesterday, when proposed "poop scoop" legislation gained its Second Reading in the Commons.

The Private Member's Bill promoted by Andrew Hunter, Tory MP for Basingstoke, would allow local councils to designate dog-faeces-free zones in public places such as streets and parks. Within them, owners would have to remove excrement deposited by their pets or risk being issued with on-the-spot notices of a standard fine, probably of pounds 20.
