Complex and crude
A report of the Institute of Health Service Management and the Royal College of Nursing has criticised the process by which NHS spending decisions are taken. They say decisions are 'complex, crude, poorly understood outside a small group of practitioners, 'interpreted' by public relations experts to defend government sensitivities, and inadequately debated'.
