The Government's nursery voucher scheme continues to flounder from one crisis to another.

This week new figures show wide variations in take-up in the pilot areas. In Westminster, 42 per cent of parents have applied; in Kensington and Chelsea, 45 per cent; in Wandsworth, 69 per cent and in Norfolk 80 per cent. The scheme starts on 1 April. Without a voucher, parents may not get a nursery place.
