Private contractors are proving capable of winning small cleaning contracts, but have difficulty in competing with in-house tenders for larger contracts, according to a report published by the Institute of Public Finance. This partially explains why only 9 per cent of cleaning contracts awarded by Labour controlled councils have been won by private contractors, compared with 53 per cent approved by Conservative councils, which are happier to break up contracts into smaller sizes.
