The involvement of building societies in the financing of public services has led to the Halifax reporting its busiest year of commercial lending. It lent pounds 20m to two universities for new student accommodation, and over pounds 200m to housing associations to finance voluntary transfers from councils, the purchase of empty properties and for new building schemes.
